delimited txt file to xml

Hello
How easy would it be to covert a text file into xml? As we are actively pushing self service we would like to have some way of using the self service machines when the system is down. If we were able to create a text file listing the borrower barcode, item barcode, time stamp, transaction type would we be able to convert this into an xml document that could then be copied to a pc running assure and uploaded when the system is back on line?
