Hello
Does the talis keystone view my account module single sign on feature work in Prism 3? If not why was this overlooked?

Yes, the ViewMyAccount AccessURL used to link through to the Talis Prism system without requiring additional borrower authentication works with Talis Prism 3. This does require a specific version of Talis Keystone and LDS services to be available at your site. Typically this is managed during your Talis Prism 3 go-live process.
